If we are going to use  them, we decide before building a force for the game. Then we roll a D6 just before we start to decide what level is being used. Adds a little mystery and spice.

I use the enviromental table with every game we play (we only play scenarios so it adds great to the atmosphere of the battle). The Level is usualy between 16-18 but on special games it can be a lot lower.
