Determine initiative

A player whose models are all panicked takes a -4 penalty to the d20 roll.

So, i look at standard and not effective LD, and panicked models have -4? What about broken?

I believe it's only a one time penalty of -4 reguardless, but for other LD test like Rally it's -3 for panicked and -6 for broken.
