Fenris Bike Secondary Attack

In the case the Fenris Bike stands still and stays in CC.

Is it correct that the Fenris Bike driver can only hit an opponent once per action because the Secondary Attack SA is owned by the vehicle and not by the driver?

It is correct.  Effectively, the Fenris Bike must Charge in order to gain the benefit of Secondary Attack; it cannot use this ability if it does not move.
