It is Hard Cover as it is made to impede armored vehicles. Any model whose base is on the card gains the cover bonus. Obviously, Obscurement applies, too.
CLARIFICATION:
A model gains the Cover bonus even if the model's base merely touches the card, so long as the LOS is drawn/traced through the card (similar to a model using any other type of cover).
