Mortal with AI levels and morale test

Does the AI level of a mortal applies as a penalty when doing a morale/LD test?

That the AI level is a penalty it is stated in the rule book for AIs but for mortals I could not find anything about it.

A.I.'s suffer their level of A.I. as a modifier to the roll - not Mortals.
