It has to do with effectiveness.  Smoke is more effective as a way to hinder the enemy's ability to sight a target.  Template weaopns, on the other hand, are shot at actual targets, as that is where they are most effective.  Yes, I am well aware that when clearing a room, no one says, "Hey, you - bad guy - catch this grenade!" and then ducks for cover; one would just roll the grenade in and leave the badguys do the yelling. But, to avoid abuse (trying to get the leader by manuevering the template to encompass them, praying for deviation to extend range, etc.), this game mechanic works beautifully.
If sing, sang, and sung, sink, sank, and sunk, and drink, drank, and drunk, how is it that it isn't bring, brang, and brung, think, thank and thunk, and ding, dang, and dung?

Don't even get me started about bad, badder and baddest.  Run, ran AND run...again?  C'mon!

agreed agreed.  The smoke templare for use by your troops, the exploding ranged templates are for the enemy's enjoyment.

can any GL specialist (such as Ducal Militia GL Specialist) buy smoke grenades (level 2 smoke, 2 pts), or do I need a sgt with UBGL (e.g. dragoon sgt)? Are smoke grenades and Apex smoke grenades (9 pts, level 3 smoke) exchangable or who can buy which?

Only UBGL's may take the grenade loadouts.

Unless otherwise assigned a certain SMoke grenade loadout you can not take them.

The UBGL version is the 2 point level 2 smoke
The mortar version is in the mortar loadouts
the hand held version is assigned in the units equipment section.
they are not interchangeable

under UBGL load outs it says level 3 smoke, and it's 9 points. Where should i look instead?

and the one you call "hand-held" it says in the description: "when casting a smoke grenade, use the modifiers for the launcher used", so it'd seem like it's not hand-held (hand-thrown) [no, actually that's not in the unit equipment but the miscellaneous equipment so you must be referring to another one... ?!]

smoke grenades pg 146     level 2 smoke    as assigned to squads and individuals in the equipment section.  May not be purchased.

"Pacifier"  pg 143  level 2 Smoke/ATS 15   may be purchased as a Mortar loadout.

Apex A12 Smoke Grenades pg 143    Level 3 smoke   May be purchased for units with UBGL's only   cost 9 points.

Smoke Canister pg 143    Level 4 smoke.  May be purchased as a Mortar load out.

There is also the Smoke from the Hurricane walker but i'm drawin a blank as to what it's called at the moment.  That one is a must have if you're running a 'Pack army.  Either a Walker laying smoke or the Vermin to haul em there in style.

It is called the CA-60 countermeasure launcher and it provides level 4 smoke. It comes standard on all War Walkers!!!
