Is the Cybertronic Scorpion a vehicle?

Short answer - no.

Long answer - Bought along with Atillas, it is a squad specialist; bouaght as support, it is a support unit, much like a behemoth, bio-giant, etc., and is not a vehicle in any incarnation.
