I think those were early Sea Wolves.  I ended up using some for Free Marines and others for more Sea Wolves.

The Cartel Special Forces blister originlly had 2 Free Marines and 2 Sea Lions. These Sea Lions were redesignated as Admiral Colby's Guard when the new Sea Lions were designed.
