Firstborn--these were listed in a pdf of the upcoming contents from Cerulean Mists.  There's no telling when that will be released.  Hopefully Thom or JP will chime in and answer this.  Cheers.

Maybe Thom will post them here the way he's been revealing some other parts from Cerulean Mists. They could however change since not everything is finalized yet as far as I know.

I know that the stats for the Count and the Lord were posted. They can be found in the links below (thanks to the amazing Coki).

Yes I am very much so planing to play Count Elithrion soon. Truthfully this weekend and from my view point I can do one of two thing, one not play him and wonder if I would have won if I lose, or play him and see if he is a true killer. From the stats he seems to be. But it is up to the guys I am playing with, cause if they are agaist not all the rules in play known then maybe not.

Gives friendly models within 12" a +2 bonus to their Morale checks.

Warmaster
Increased Command Radius to 12". It also has some abilities related to Warmachines.

Hate and Resilience are to be found from Coki's threads for the Count and Repulsar Lord of the Order of Mallus.  And if Coil's Judge hint wasn't enough, this allows the Count to kill one of his own paniced/fear stricken troops to rally that unit, no to hit roll nescessary. Yikes.

@VJ--the Count can take out a unit like any other big baddie on a good day, but I've seen this guy go down from arrows comin' up 1's.  Good luck.

@Coil--thanks for making this available to people who've bought the models; I'm sure Thom will get this stuff onsite soon.  I'm still a little down about all the lost bits.  Cheers.

IIRC, didn't the Warmaster ability allow the individual to join a warband?  And wasn't it this function that then increased the command distance?  Maybe I am remembering it wrong.

I remember executioner as: If a 1-3 is rolled when model takes final wound from opponent, any opposing model within 4" must pass fear test.

Has this changed?

You are probably thinking of another ability. It is possible that the names of some abilities have been changed since the pdf for the count was released.

Both the count and the lord should be considered tentative versions and their stats and abilities may change when the book is released.
