if they looked like real fbi id only with a non existing (?) department number: than it was ok to bust them..

if it was just a made up thing i donīt think it would be illigal to make here. of course only if you donīt try to convince/defraud ppl that itīs real..

Well, they did violate the letter of the law.  There are plenty of stupid people in the world who would believe that the IDs were real.
