Soccer hooligan painting scheme

From conversation with the Big Kahuna at Southern Exposure, we agreed upon the idea that the Wolf Clan Dwarves are essentially soccer hooligans.  Just look at'em sometime.

My question for experienced painters is this:  How does one paint stripes over a basecoat?  Is there a ratio of paint/water to thin the paint to pull this off?  I thought it would be cool to go for a soccer uniform on my legion.  Any tips appreciated.

Yes Josh you can do it. Get a thin tipped sharpe and draw the lines on you;re fig. Next get a fine detail brush like the one Reaper sells and apply fine lines of UNdiluted paint the thicker the paint the better it will stay, water it down and it will run.
