Limit 1 per squad?

Some models such as the Cavalier Scout and Technomancer have "Limit 1 per squad".
Does it have any purpose (other than repeating what is already defined by the basic rules)?
Or e.g. do I need a Cavalier squad to have a Cavalier Scout?

You do not need a Cavalier squad to purchase the Cavalier Scout. You do however need one for each Heavy Cavalier you want to include.

You are confusing "Limit: 1 per squad" with the army structure limit of one individual per grunt or elite squad.  The "Limit: 1 per squad" listed under the model is there for any individual - it means that you cannot have two Captains in the same squad - same as how an HMG spec is limited to 2 per squad (normally).
If sing, sang, and sung, sink, sank, and sunk, and drink, drank, and drunk, how is it that it isn't bring, brang, and brung, think, thank and thunk, and ding, dang, and dung?
