Special Ability--Quickstep

WagesofSin's questions about run and wait gave me an idea for a new special ability allowing a model to break (or bend) the rule about running and going on wait.

Quickstep--Models with this ability are trained for rapid reconaissance and complicated manoevers.  These units may make a run with their first action and use their second to go on wait.

Obviously this could unbalance the game, but it would make an interesting loadout for a future supplement.  I have no idea how many points this would require; can y'all make a guess?
