Question about Devout Necromancer

Hi,

I don't understand how a Necromancer raises undeads;

He can raise using his Staff of The Seven Hells or casting a Raise Undead spell?

The rules book says about the Staff of The Seven Hells (pag, 201, 1st ed.): "... The model possessing the Staff of The Seven Hells may do this at anytime and it costs no Actions to do so. ....".
Then it's not necessary to purchase and cast the Raise Undead spell (with relative roll for successful) ?

Moreover, the target model to raise must be in LOS ?

The staff allows him to control one summoned undead, not raise one. It also grants any undead within command distance a +2 boost to CC and RC. The raise undead spell does not require LOS.
It IS as bad as you think it is and they ARE out to get you!!!
