Title: Obscured Cover

I am still confused about Obscured Cover.

I made a search but I found no clear definition. Does a target model get -1 when it is just 4" close to cover or does the cover has to cover at least a little bit of the target model?

The cover must be presenting obstruction to the shooter with regard to the target.  In other words, if the target would receive cover from the intervening obstacle if it was in base-to-base contact with the cover, then that cover presents obstruction if the target is behind it (from the shooter's perspective) and within 4" of it.

Does that clrify it?
