Is there any bonus for shooting from a high/elevated ground?

generaly just by virtue of being in a higher elevation it tends to negate the majority of cover bonus's  ie you can see more of the model, other than that nope.

Is there any kind of MV penalty associated with going up hill (gradual slope that would not require climb)?

By the strictest definition in the book, CC is not affected by elevation, as long as the models are in contact with each other.  Is there a bonus for holding high ground/penalty for attacking from below?

It depends on how you and your opponent defines individual terrain pieces before the game. Going uphill could be considered Rough, halving movement.

For me it depends a bit on how the actual terrain piece looks. If it is a gradual slope that the model can stand on it's half movement. If the hill has a more stepped look (as they often do with when constructed by styrofoam sheets) my group tends to say that it costs an extra inch of movement to go up each step..

There's no bonus/penalty for holding higher ground.

My group tends to define any slopes greater than 45 degrees as rough.  and as Coil said, "There's no bonus/penalty for holding higher ground".
