I have been asked enough times now about what sculpting tools I use and thought I may as well share it here. I have, as many do a variety of tools I use, some cobbled together from parts and such and others that are commercially available (like my dental tools).
Like most creative things however the tools used are mostly a matter of personal preference and style. If you are starting out or trying to ramp up your conversion skills, I will recommend the nice folks at Gale Force Nine who have a kit they make available at their online store. I do not know if FLGS carry it but I am sure they could. It seems quite a good place to start. I have attached the link here: http://www.gf9.com/store/default.php?cPath=37. They also offer some other cool templates you might find useful. I have found them to be both professional and friendly so recommend patronizing there business.
Beyong the actual tools, I recommend a heating chamber and lots of cork. :)

Thanks for the post Thom. I just bought a cheapo set from Squadron--I think they may not be all that for trying one's hand at sculpting a mini. I'll check out your recommendation. Cheers.

NP- Also you may want to invest in some electrical tape too.
