In the fluff part it says: "A legionnaire that has lost its commander will stand in place, blankly staring forward"
In the rules, p.35, it says: "Necrorganic... if its Necrobiotic Master is killed, each affected model loses an action until a new master takes control"
So undead legionnaires are an exception?
Can Valpurgius take control, or only zombie masters - necrobiotic masters can?

I thought anyone can take control of them. It doesn't make any sense logically but a very nice game mechanics no less. I dont recall there is any restriction.

any model with the Zombie Master skill can take over and command an Undead Legionnaire squad that has lost it's original leader....
until that time, the ULs just lose one action, but they get that back if taken over by another model...
that's why, under the listing of the Undead Legionnaire, there are 2 models that have the Zombie Master skill, the Necromutant leader and the Curator, who then can take over the squad if need be...

The fluff text may be a part that escaped edit as the Undead Legionnaires used to follow those rules back in 1st edition.
