my question: at 17 P the dogs are not cheap. their attack is also very weak. so why is a dog heavy army any good (efficiency wise)?

Two words:

Group Attack.  They can get up to around a 12CC and 12 or so damage, once enough get around something.

that and a 5 MV, they tend to overwhelm positions.
