Correct application of the "MEDIC" skill

How is it right to apply the "Medic" skill? 
In the manual it is unclear and an official explanation would be needed.

The whole idea of the skill being base 10 is that any qualified medic with the proper equipment would have a 50% chance of saving a wound. The best medics in the game would have an 80% chance (16/20).

The same premise guides combat troops. Any qualified base soldier should have a 50/50 chance of hitting the target. Being more skilled or less skilled than average is reflected in the AR score.

Having a 12 AR score is exactly equivalent to having a base 10 score with a +2 for AR skill (12/20). A medic(3) has a base score of 10 with a +3 for medical skill. At least that's the way it should have been.
