So, found this neat site
http://www.battlescribe.net/index.html which let you create a digital army record much like Army Builder. Here's the nice part though, they got a phone app.
Currently BattleScribe exists as following:
PC: Windows and Linux
Android Market: Premium and Free version
iPhone: The Premium version of the iPhone app been approved so this is now available for iPhone users as well for a small cost. The guys (and gals?) making it got the Free version rejected but is making some changes and then sending it in again.
So I downloaded the application to my computer (it's free!), and started building on a Warzone game category to test toward my Android smartphone. Sadly no such thing exists yet what I could find so it means I have to start from scratch but for a days work it's going pretty well.

On a Phone it's slightly more difficult, currently I got no good hosting to put these files on. But you can move them to the phones memory by mounting the memory on the computer using a USB cable (Each Catalogue is at most 1.5MB in size) and I would suggest that you put them in a folder named Download or Downloads. If you got two it should be the one where the phone stores your ordinary downloaded files.
Then once in the App you instead of entering a HTTP:// adress simply press Import and it will search the phones memory for the files. (It probably downloads the files from a host to the download folder if I can get a hosting on this.)
In the Warzone Catalogue Ruleset.cat you will a
complete Capitol and Imperial catalogue but also all Weapons, Special Abilities and Rules that go with these units. These can easily be copied from this section to new forces such as Bauhaus or Mishima, and just as well it's easy to copy new Special Abilities and Weapons into Warzone Catalogue Ruleset.cat.
If you chose to help create a new force take a moment to expand the various existing forces to see how the Load Outs and Specialists can be sorted and modified within BattleScribe using modifiers to get the correct behaviour of the application.
