Prince August was a small Swedish company that sold models for RPGs in the 80ies and 90ies. I'm pretty sure they had nothing to do with Target, but they had some ads in Target's "Sinkadus" magazine from time to time. Later on PA moved to Ireland for some reason, and when Target and Excelsior went kaputt, they bought all the remaining stock.
Target games had a board/family game department called Casper, but I have never heard of a childrens' department.
