Does it have complete lists for all the armies, or do I have to buy a new book to get the SoK list?

It has the lists for all the armies.
Its a nice set, although I wish there were more color pictures and more of the backstory in it.

The backstory is still massive, but was culled a bit to fit from so much material!! As for color, yes, it would have been nice, but from the customer's perspective, it would have cost a lot. Sigh.
I think you can download the rulebook from Coki's site if you can't find a printed copy.
