Yeah and it woudl fit in the game mechanics quiet well as it already exists for Dread and others.

  As a person who has had a War Torkha panic off the board, I can see agreeing with becoming Immune to panic after a 1, and we have played it that way and it has worked out well.  Although, I would like to propose that instead of Immunity, the unit gains a bonus of ......+1, or higher as the unit didn't start with Immunity.  Just an Idea.
