I'm gonna have to say, no.  Never heard of them.

Also the basing isn't proper for an Excelsior figure.

I don't believe they are.  I'm not sure what they are, but I don't believe they came from EE.

Actually I can vouch for both the seller and the figs.

Settra is our own Southpaw and I would be understating the case when I say that I would trust him with my life.

As for the figs, while they might not have been marketed as Chronopia SD BUT the figs in question were part of a shipment I got form Thom that included my Warzone SD, a Voice of Demogonis, a Christmas Kharnophage and these two. Thom can tell you more particulars but that is the story of the figs.

Thom did do some just for fun miniatures for both Chronopia and Warzone.  I see Topkick has already vouched for these figs.

These were indeed sculpted by Thom. How many I do not know, but this is the only pair I have ever seen.

The bases are the large round bases that came in some of the later EE packages.

I can post larger pictures if anyone needs to see them.
