Title: Headbutt question 1st ed

The Headbutt at rifle must be fired in two consecutive actions. Load and reload. Can you then fire the headbutt in a wait action? and can you load the headbutt in your last action in a turn and then fire it in the first action the next turn?

A wait action is always your last action. So if you fire it your first action would be to reload it.

You cannot load headbutt and wait.
You cannot load it and carry it arround, so if you wait and do nothing, you start new turn with loaded headbutt.
That is why it is not permitted.
